Feasibility Study of Public Transport Fare Integration in Brussels and its Immediate Surroundings
Stratec was commissioned to assess the feasibility of fare integration in Brussels and its periphery and to provide a simulation tool to optimize pricing, revenues, and the attractiveness of public transport.

Objectives
The study aims to analyse the feasibility and modalities of fare integration between the four public transport operators serving the Brussels-Capital Region and its peri-urban area: STIB, De Lijn, TEC, and SNCB.
The challenges are numerous: encouraging modal shift through a price reduction for users, reducing environmental impact, ensuring fair revenue distribution among operators, and optimising the fare structure from the perspective of users, operators, and the community.
Methodology
The approach is based on three components.
First, an online stated preference survey (4,600 respondents) allowed for the analysis of modal and route choice behaviours with a focus on users’ price sensitivity.
Next, a discrete choice logit model, based on microeconomic utility theory, was constructed to predict the market share of different modes and operators under various fare scenarios.
Finally, a revenue model calculates the financial impact for each operator based on several assumptions regarding covered zones, fare levels, and distribution rules.
Results
The simulations allowed for testing a wide range of scenarios, optimised either to maximise public transport usage or to preserve revenues. The tool provided to the operators constitutes a genuine decision-making and consultation support.
