TEN-T corridors: North Sea – Baltic, North Sea – Mediterranean, Rhine-Alpine Corridors

Context and Challenges

At the European level, several initiatives have been launched to foster cross-border cooperation in infrastructure development, notably with the nine studies on the core network corridors in 2014.

According to TEN-T guidelines, each European coordinator must develop a Workplan describing the current state of infrastructure, future challenges, and necessary investments. After validation by the Member States, these plans are submitted to European institutions and made public.

These plans establish the framework for public and private investments and guide short- and long-term development. They aim to strengthen mobility and exchanges within and outside the Union, while improving the sustainability and quality of transport services. The nine studies from 2014, by defining the corridors, evaluating their technical compliance, and identifying critical issues, formed the basis for these plans.

Objectives

The current studies correspond to the third phase of the corridor studies. This phase focuses on the monitoring and operational support of the corridors. Its objectives are:

  • Support European coordinators in progress analysis,
  • Monitor implementation,
  • Ensure the functioning of governance structures,
  • Provide technical support,
  • Refine work plans,
  • Assist missions and meetings.

Methodology

The study is structured around five steps: enriching the knowledge base, refining the project list, monitoring and analyzing their progress, providing necessary updates, and supporting Corridor Forum and working group meetings.
