The study produced: traffic forecasts by mode, variations between reference and project, the evolution of tonne-kilometers, an estimation of economic surpluses, as well as energy and carbon assessments.
Update of Traffic Forecasts for the MAGEO Project between Compiègne and Creil
Stratec was commissioned to produce traffic forecasts and assist Voies navigables de France in its discussions with the General Investment Commission (CGI) for the MAGEO project, which aims to bring the Oise river to European gauge standards between Compiègne and Creil.

Context and Objectives
As part of the future commissioning of the Seine-Nord Europe Canal, modifications are required to ensure the continuity of the European gauge across the entire Seine-Scheldt link.
The study focuses on producing traffic forecasts for VNF within the framework of the MAGEO project (European gauge upgrade of the Oise river), between Compiègne and Creil. It was conducted in coherence with the Seine-Scheldt traffic studies and is based on the same macroeconomic and modeling assumptions. The study aims to measure the impact of various infrastructure projects on traffic in the MAGEO section.
Methodology
The projections cover two horizons: 2035 and 2070.
They are based on the multimodal four-step model developed by Stratec using NODUS. This model takes into account road, rail, and waterway networks, demand matrices, and transport costs. It integrates modules for modal choice, port choice for containers, and traffic assignment.
The cost functions were updated according to the macroeconomic assumptions derived from the Seine-Scheldt study (GDP, energy prices).
